These days, 44 states run lotteries. The six that don\u2019t are Alabama, Alaska, Hawaii, Mississippi, Utah, and Nevada. Mississippi and Nevada aren\u2019t lotteries because they already have gambling, but Alabama, Utah, and Alaska don\u2019t have lotteries because of religious objections or a belief that it would be too difficult to enforce state laws against it. Some states use the proceeds from the lottery to finance education, but the majority of lottery revenue goes toward promotional expenses and profits. As a result, lotteries aren\u2019t as transparent as a tax.
